All nomination applications made by employers for Subclasses 482, 494, 186, and 187 visas are subject to the ‘Nomination Training Contribution Charge (NTCC).
The NTCC is paid into the Skilling Australians Fund (SAF) at the time of submitting a nomination application for these visa types.
The SAF was established as part of the Commonwealth Budget in 2017-2018 to fund training for Australians in areas of need. It is managed by a national partnership of the Commonwealth and the States and Territories and has focussed on providing apprenticeship, pre-apprenticeships, and traineeship opportunities.
The NTCC is chargeable up front at the time a nomination application is made. It is tax deductible and is only refundable (or partly refundable) in limited circumstances.
The NTCC must be paid by the nominating employer and cannot be paid by or recouped from visa applicant/s. It is a penalty under the Migration Act 1958 for visa applicants to meet these costs and business sponsors need to sign a declaration to this effect on each nomination application form submitted to the government.
The NTCC fees are applied per year for temporary Subclass 482 nominations and applied as a one-off charge for provisional and permanent visa nominations.
Temporary Skills Shortage (TSS) Visa
The NTCC that applies to the Subclass 482 nominations is calculated for each year of the visa term requested:
For example, the NTCC payable for a business with an annual turnover of $5,000,000 nominating a Subclass 482 visa holder for a period of 4 years is $4,800. It is $7,200 for a business with an annual turnover of $10,000,000 or more.
Permanent and Provisional Skilled Visas
The NTCC that applies to Subclass 494, 186, and 187 nominations is charged as a one-off payment applied to each nomination application as follows:
